For the second link, that’s so wrong! Not just Indian people use that slang, either. “OMG, if she’s late again, I’m going to kill her,” is pretty normal to hear especially among females of different races here. I don’t know if that slang has a minority cultural origin.
This is so bizarre. I don’t think this is about Vir not understanding colloquially appropriate communication. This is about the staff member and McGuinty not understanding Toronto slang.

Torontonian,
Do people really say “OMG, if she’s late again, I’m going to kill her” here? I thought it was more like “OMG, if she’s late again, she’s TOTALLY DEAD!” (or is that a white girl thing to say? I don’t really understand Anglicized “ethnic slang” unless it’s Cantonese.) And you only do that in a casual e-mail. I think Vir overestimated how casual you can be with a government staff member. Her e-mail to the staff member was completely unprofessional, IMHO.

Torontonian,
You can never be too careful when it comes to e-mail. Had Vir spoken to the assistant/staff member over the phone, it would have been a different story.
